Why the Lab exists
Formal rules matter. Institutional credibility, however, depends on whether responsibility, action, verification and remedy can be demonstrated in practice.
The Lab develops practical methods for institutional accountability, governance resilience, evidence-based decision-making, reform monitoring, process integrity and protection of the public interest. It is a research and policy platform—not a personal blog, political campaign, legal practice or accounting-service website.
Methodological approach
Research begins with controlled sources and an explicit status for every material claim. Financial records, procedural events, institutional mandates and documented responses are placed on a common timeline. Competing explanations are tested before any bounded conclusion is stated.
Independence and public interest
ARM Policy Lab is independently led. Research findings, policy proposals and institutional submissions are kept separate. Communication with an institution is not presented as institutional support; receipt, registration or referral does not mean review, acceptance or endorsement.
Founder
Armin Mešić, CPA
Certified Accountant / CPA; governance and institutional-accountability researcher; author of the Governance Resilience Framework; independent policy analyst.
His work applies the logic of controls, traceability and auditability to broader questions of institutional conduct, judicial integrity and reform performance. The title CPA describes his accounting qualification. It does not present him as a lawyer, professor, or official of the EU, OSCE or any public institution.
