The framework examines how governance quality, compliance systems, protected reporting, institutional learning and adaptive capacity may interact with stakeholder confidence and economic continuity.
Workflow and evidence
Frozen evidence → construct classification → evidence sufficiency → graded coding → transition test → competing explanation → break condition → independent outcome → bounded conclusion.
Limitation. GRF is not a certification standard, legal determination, audit opinion, credit or investment rating, insolvency prediction model, or proof of causality. Proposed transmission relationships require independent empirical validation.

Dual control of the judicial record and decision
I-SIGURNOST examines integrity of the procedural and documentary record. MEAID-D examines whether the analytical path from sources and evidence to the decision can be independently reconstructed.

Limitation. The model does not replace a court, an appeal or judicial independence. It tests documentary and analytical verifiability.
GAP-BRIDGE / REFORM ACCOUNTABILITY
Functional responsibility architecture
A model for connecting reform obligations to named functions, evidence-bearing indicators, deadlines, verification, corrective action and outcomes. RACI mapping separates who is responsible, accountable, consulted and informed.
